Troubleshoot JXMLPARSER.dll Problems Professionally

I've tried several times to install a program, however, I always get a pop-up error "This application has failed to start because JXMLPARSER.dll was not found." I've tried to figure it out on my own. It didn't work! One problem is I'm not sure if I have done the right thing to fix this error. Anyone can help me?
