What is WER.dll and why am I missing it?

I need to install a software on my PC, what is annoying is that: I come across the error message "Cannot find [PATH]\WER.dll" I've downloaded the WER.dll zip file I need from internet. Nothing happened. I don't know if I have done the right thing. Can anyone offer some help?
