What is Cliproxy.dll and How to Fix Cliproxy.dll Error

I've tried several times to install a program, but I always encounter the message "This application has failed to start because Cliproxy.dll was not found." I've tried to download the Cliproxy.dll file by myself. Nothing happened. One problem is I'm not sure if I have done the right thing to fix this error. I need professioncal suggestions.
