Simple Way to Fix clserror.dll Error

I've tried several times to install a program, what is annoying is that: I come across the error message "Cannot start [APPLICATION]. A required component is missing: clserror.dll. Please install [APPLICATION] again." I've downloaded the clserror.dll zip file I need from internet. But I still got the same message. I don't know if I have done the right thing.
